Enable validate_import_decompressed_archive_size feature flag by default

What does this MR do?

This MR updates yml file to enable validate_import_decompressed_archive_size feature flag by default. It's been enabled on .com from May 27 and the primary purpose is to validate user uploaded project/group import archives.
