Remove feature flag usage_data_p_terraform_state_api_unique_users [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes a FF that was served as a quick way to disable this Redis HLL counter during its rollout on GitLab.com in case of performance issues. It was introduced in !50224 (merged), had a changelog entry, and was enabled by default ,so I don't think we need a changelog for the FF removal. Edit: Danger disagrees, so I'm adding a changelog.
