Remove new contributing link from EE

What does this MR do?

I recently added a new link to the user dropdown that is a link to the contribution docs to help users learn about our open core model.

I now realize that this should not be present in EE.

Are there points in the code the reviewer needs to double check?

Why was this MR needed?

This link should only be present in CE.

  • If paid feature, have we considered GitLab.com plan and how it works for groups and is there a design for promoting it to users who aren't on the correct plan
  • End-to-end tests pass (package-and-qa manual pipeline job)
