What does this MR do?

Allow JIRA development panel integration to handle nested groups

Are there points in the code the reviewer needs to double check?

The repo endpoint uses the RepositoryWithEncodedPath entity, which has encoded path and target namespace.

Why was this MR needed?

Currently users are unable to link to project inside nested groups.
