Updated the "Manage your infrastructure" landing page

What does this MR do?

Closes #331486 (closed)

Rewrites the "Manage your infrastructure" landing page + moves ownership to Configure from Monitor.

Only two files are changed on purpose. All the other changes just fix the broken links introduces by the intended changes. The two changed files are

• doc/user/project/clusters/index.md
• doc/user/project/clusters/add_remove_clusters.md

Everything else was reviewed by the linters. 😸
