WIP: Epic Boards - Clean up [RUN AS-IF-FOSS]

What does this MR do?

(WIP because some jQuery loaded from the sidebar is required in scope modal. requires some further investigation and refactor)

Prevents loading of legacy board sidebar on epic boards and graphQL boards, fixing an error in console in epic boards:

Removes unused properties in epic boards root.

Feature flags :epic_boards and :graphql_board_lists.

Screenshots (strongly suggested)

No visual or functional changes.
