Handle renaming of license_mangement to _scanning

What does this MR do?

This a part of non-blocking changes related to the renaming of license_management into license_scanning and it's related to #299114 (closed). This is just a part of changes as if we out everything in one MR, it could be huge and difficult to process. We dropped support of license_management in 13.0. How we can finish clean-up in the codebase.
