Rollout arel_package_scopes feature [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes the :arel_package_scopes feature flag which was introduced in !62042 (merged). This feature flag has been enabled on production since 2021-05-26. The change has been tested and monitored with no problems.
