Remove code coverage tracking feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR removes our usage_data_i_testing_group_code_coverage_project_click_total feature flag.

Why are we doing this?

The feature flag has been introduced in %13.8 (4 months ago) and is now stable so we can get rid of it.
