Update shared template UI: style, phrasing

What does this MR do?

Revises the wording at Settings > General > Templates for tone and style.

Note to the FE reviewer: I kludged together a lot of things. I can't guarantee I got it right, though the page does build. I'd appreciate a real review here:

• Fix the very weird label on the dropdown box
• Add helptext under the dropdown box, plus a link to the docs. I tried what I thought might work, and … nope. Hopefully it's clear what I was trying to do.
• While we're at it, can we make these strings translatable? I wasn't sure how to do it.
