Draft: GithubImporter: Optimize Pull Request MergeBy Importer

What does this MR do?

Optimization on Gitlab::GithubImport::Importer::PullRequestsMergedByImporter, instead of skipping already imported merge requests, after fetching them from the database, now the code will only fetch merge requests that weren't imported. This will bring some performance improvements to imports with a large amount of merge requests.
