Update queue_batched_background_migration not to duplicate migrations
What does this MR do?
This MR updates queue_batched_background_migration migration helper not to duplicate migrations.
If migration with the same job class name, table name, column name, and job arguments already exists do not create a new one, but rather log warning and return.
Related to #329511 (closed).
