Fix license compliance when no new denied licenses

What does this MR do?

This MR fixes an issue with an MR being blocked because of a denied license policy even thought he license does not appear in the MR (only in the main branch).

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
