Update managed cluster template to avoid hardcoded master
What does this MR do?
Related to #324131 (closed)
As mentioned in #324131 (comment 580413922), this is the last template that uses a hardcoded master, and we should update it to use $CI_DEFAULT_BRANCH instead.
