Add `show whitespace changes in diffs` attribute to user preference API

What does this MR do?

This MR exposes the show_whitespace_in_diffs attribute for the UserPreference API. This is the backend part of #329577 (closed) , which will allow users to sync the preference both in the user preferences page and the MR preferences page.
