Update http-parser from 1.2.1 to 1.2.3

What does this MR do?

Updates http-parser from 1.2.1 to 1.2.3 to support M1 mac environment as adevelopment platform.

This library is used by kubeclient via http (which was introduced in gitlab-foss!7994 (merged)).
