Add dedicated details page for terraform registry

What does this MR do?

In this MR we are:

• Adding a details page: controller, view and route config
• Enabling the current Package app on it
• Adding a set of basic feature tests

Note that the details page is not reachable from the UI yet, it needs to be manually typed in the URL
