Refactor VSA metrics component
What does this MR do?
This refactors the metrics component and addresses the following two issues:
- It combines the former instances of the
TimeMetricsCardcomponent into a single component in https://gitlab.com/gitlab-org/gitlab/-/blob/master/ee/app/assets/javascripts/analytics/cycle_analytics/components/metrics.vue#L28 - On mobile views, it simply wraps individual metrics instead of permanently displaying two metrics in the first row and three metrics in the second row.
