Set docs-lint links job to retry 2

What does this MR do?

Related to #331002 (closed)

The docs-lint links jobs has started to fail intermittently on master, but it passes on retry. As a quick MVC, let's set the retry to 2 for now, to reduce how often we have to manually retry the jobs when they fail.
