[Feature flag] Enable ssh_key_expiration_email_notification

What does this MR do?

This sets the ssh_key_expiration_email_notification feature flag to be enabled by default, so users receive email notifications about SSH keys that are expired or expiring soon.

This MR is being executed under a feature flag rollout issue. This feature flag was introduced under #322637 (closed)
