Upgrade GitLab Elasticsearch Indexer version to v2.11.0

What does this MR do?

Related to #276887 (closed)

Upgrade the GitLab Elasticsearch Indexer to v2.11.0. The new version removes health check calls to Elasticsearch by the indexer.
