Add qa selector to user table vue

What does this MR do?

Adds a new selector which fixes 3 e2e spec failures caused by a feature flag being turned on:

• #330756 (closed)
• #330757 (closed)
• #330773 (closed)

Page object view will be updated to vue in !61129 (merged) once the flag is removed.
