Add DS_EXCLUDED_ANALYZERS var to DS tpl
What does this MR do?
This MR adds a new CI variable to the Dependency Scanning template (DS_EXCLUDED_ANALYZERS). The variable allows users to specify which analyzers to exclude from DS analysis.
