Add 'latest' BrowserPerformance template for breaking changes

What does this MR do?

This MR adds a latest version of the Browser-Performance.gitlab-ci.yml template that can accept breaking changes at-will. By shipping this template in %13.12, customers will have the month between %13.12 and %14.0 to manage their switch to latest before %14.0 hard-changes the job name. After upgrading to %14.0, they can switch back off of latest, to the original template, to maintain the functionality.
