Update filtered search constants and extract i18n
What does this MR do?
This MR:
- Extracts i18n strings out of issues_list_app.vue to constants file, as a result of a previous review in !61054 (comment 569112198)
- Extracts some constants to the filtered search constants file and updates various usages of them across the codebase so they use the same instance
