Request proofreader status for polish language

What does this MR do?

Adds new proofreader for polish language for translation effort.

For my project I need Gitlab translated to polish. I started to translate polish strings, but I noticed approval effort is stalled. I tried to contact current maintainers, but no reply from them:

You can see that current translation rate is high - 77%, but with only 1% approved this project is nowhere near completion.

Except recent edits in Gitlab Translation effort, I have no documented translation efforts for other projects, but I'm not sure how to keep this project going otherwise.
