What does this MR do?
integrates !62648 (merged) and !62647 (merged) to refactor dast on-demand config generation.
Why?
- help unblock #216514 (closed)

clean up unwieldy config generation generation, which added some difficulty when supporting both
daston-demand and scan policy use-cases
