Use gitlab.com domain for email to avoid being marked as spam on staging

What does this MR do?

Fixes an issue with follow_user_activity_spec where the issue created by a newly created user was being marked as spam on staging. This MR changes the user's email domain to gitlab.com to be on the allow list.
