Add testing best practices for Elasticsearch

What does this MR do?

Came up when working on #325719 (closed)

Add some developer guidelines for testing with Elasticsearch. These include information about the Rspec traits, application settings required, and methods provided for successfully writing specs to testing indexing and searching in Elasticsearch.
