Remove unnecessary wrapper in pipeline editor empty state

What does this MR do?

The pipeline-editor-file-nav component (which contains the branch switcher) already has the gl-mb-5 class, so the wrapper here is redundant and no longer needed.

Feature is behind the :pipeline_editor_branch_switcher feature flag.
