Add missing rspecs for new project Create from template section

What does this MR do?

This MR adds the missing rspecs for New project > Create from template page.

The !59083 (merged) was mistakenly merged and it also didn't have associated rspecs which would have allowed us to catch the problem early on.

There are no visible changes in this MR as it just adds missing specs.
