Remove search_track_unique_users ff [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR removes the feature flag search_track_unique_users that has been enabled on production since 2020-07-09. We have been keeping it because the product intelligence team has asked us to postpone the removal until #238154 (closed) is implemented.
