Add guidance to docs for proposing an AuditEvent
What does this MR do?
Customers frequently request that new AuditEvents be introduced. This explains in the missing events docs how to make a formal request using the new issue template for Audit Event Proposals. This was originally suggested by @eread: !60531 (comment 563191970)
