docs: Move Ruby/Go/Git/Node.js requirements to source installation

What does this MR do?

Moves docs for Ruby/Go/Git/Node.js requirements from Installation (general) requirements to source installation while docs for Redis is left alone.

Ruby, Go, Git, Node.js versions are not easy for administrators to change in non-source installation (Omnibus, Docker image, Cloud Native Helm chart, and packages from other cloud providers) since they are strongly tied with source and installation packages. On the other hand, Redis is freely selected against gitlab-rails software etc. So, we need to keep it unchanged.

Besides movement of the section, older parts are eliminated since this document is for the current version.
