Remove extra check for ff in branch_hooks_service [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Remove the extra feature flag check from app/services/git/branch_hooks_service

The feature flag is now checked in Gitlab::UsageDataCounters::HLLRedisCounter

Part of #276948 (closed) Use feature from know_events yml files for checking the features
