Keep Search Scope Tab Order Consistent
What does this MR do?
Related to #300716 (closed)
This MR keeps a consistent order (see issue for more details) for all search scopes (global, group, project). It will affect Basic and Advanced Search tab ordering. Add specs to confirm.
