This feature flag was enabled by default in GitLab 13.11 to solve Workhorse-accelerated uploads failing with filenames with paths (#326350 (closed), !57889 (merged)) and no longer needs to be present. We leave the field in the Workhorse structure to avoid potential deserialization issues.
