Quarantine two security_reports_spec examples

What does this MR do?

Quarantines two examples of security_reports_spec test on master and nightly only to reduce the noise in pipeline triage and MRs. The failures are attributed to bugs that have lower priority and most likely will not be fixed in the immediate future, see #328059 (closed) & #325612 (closed).
