Remove codequality_backend_comparison feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

This MR removes our codequality_backend_comparison feature flag.

Why are we doing that?

After monitoring the ~performance implication during the last 2 milestones. We are now confident with the scalability of our feature.

Users will now be able to aggregate multiple codequality reports in the MR widget.
