Remove `deployment_frequency_charts` feature flag [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Removes the deployment_frequency_charts feature flag. This flag is already enabled by default, so its removal makes no user-facing changes.
