Reduce pipeline tooltip delay to 0

What does this MR do?

Based on the latest update to tooltip delay documentation and an upcoming MR to increase the default tooltip delay on show, pipeline icons are the exception to this delay based on needing this information immediately and meet the criteria as an exception. This MR makes the show delay on pipeline icons 0.
