Pagination developer guide

What does this MR do?

This MR adds developer guidelines document for paginating database queries. The document also suggests to consider using a smaller set of pagination "features" which are available both in offset and keyset pagination:

• First, Next, Previous, Last page buttons
• No page numbers
• No record counts

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
