What does this MR do?

Adds the informational popover on hover (& focus) interactions of the PaidFeatureCalloutBadge component.

This simplified version of the popover does not include CTA buttons.

The popover is shown for all screen sizes above 'xs' and the tooltip is still shown for the 'xs' screen size.
