Add singular resolver for oncall rotations

What does this MR do?

This adds a singular rotation field to the IncicentManagement::OncallScheduleType, and adds a resolver to be used with both the singler field and the preexisting collection type rotations.

This singluar field will be used to reduce the complexity of the GraphQL queries being used in the Oncall Schedules page, as per #324421 (closed).
