Resolve "Align gitlab.com github_hostname formatting with self-managed when Importing repos from GHE"

What does this MR do?

This MR corrects the need to provide a GitHub Enterprise URL with /api/v3 when triggering an import from a GitHub Enterprise instance through the API.

The change always attempts to format the URL correctly instead of relying on the host presence as a first pass
