Rephrase setting for recovery alerts to match expected behavior

What does this MR do?

The MR updates the language used in the UI for the incident setting, corresponding to the behavior updated in !57302 (merged)

This also brings us a step closer to unifying all docs/strings in the app to use the term 'Recovery Alerts', which represents incoming alert notifications that indicate the issue has been resolved. This is the term the incident management industry generally uses.
