Epic board sidebar - Edit epic labels [RUN AS-IF-FOSS]

What does this MR do?

Intruduces a sidebar to Epic Boards with the ability to edit the selected epic's labels. Future iterations will add more editable fields to the sidebar.

Notable things renamed to make boards more generic (making this change look bigger than it actually is):

• activeIssue getter renamed to activeBoardItem
• UPDATE_ISSUE_BY_ID mutation renamed to UPDATE_BOARD_ITEM_BY_ID (along with its issueId param renamed to itemId)

Requires :epic_boards feature flag.
