Add new logics for pipeline subscriptions to framework

What does this MR do?

Adding new Resource and Page module and classes for pipeline subscriptions feature. This is ground work for future new E2E tests Pipeline subscription with group owned project !57180 (merged) and Pipeline subscription with user owned project (TBD).
