Usage ping non sql metrics

What does this MR do?

This MR adds an override of some methods of UsageData for nonsql metrics. Also adds specs for the newly added class

This code lays the foundation for adding the internal API for retrieving the nonsql usage ping data (from sources such as Redis, Prometheus, etc)
