Replace "data-track-event" with "data-track-action" [RUN ALL RSPEC] [RUN AS-IF-FOSS]

What does this MR do?

Related to #332650 (closed)

This is a follow-up MR of !55698 (merged). The parent MR deprecates data-track-event with data-track-action; this MR address replacing this in the actual code.
